IATF 16949:2016 officially released

The international automotive working group (IATF) has officially released the new automotive quality management standard IATF 16949:2016. The standards will continue to help organizations upgrade their quality management systems (QMS) to meet the challenges of the automotive industry due to the complex supply chain and the competitive global market.

IATF 16949 replaces the ISO/TS 16949 standard, covering the automotive industry organization, effective operation, quality management system requirements. IATF 16949:2016 is no longer a quality management system that can be implemented independently. It is based on and referenced to ISO 9001:2015, and will be added as a complement to ISO 9001:2015 and implemented together.

Clients with ISO/TS 16949:2009 certificates must be converted to the new version by September 14, 2018, and the ISO/TS 16949 certificate will no longer be valid after that date. After October 1, 2017, all certification audits (including initial audits, supervisory audits, re certification or transfer audits) must be based on the IATF 16949 standard. Therefore, early change edition, foresight first, will make your organization benefit as soon as possible.

New standard name: IATF 16949:2016

Release date: October 2016

New standards: reference and consistent with the ISO 9001:2015 version of the structure and requirements, including the IATF specified special requirements of the automotive industry. IATF 16949:2016 will replace existing ISO/TS 16949 standards for auditing and certification.

In August 9, 2016, ISO and IATF jointly released news: IATF 16949:2016 will replace the current ISO/TS 16949:2009 standards, regulate the automotive industry organizations quality management system requirements. The standard will be based on and referenced to the latest version of the ISO quality management system standard ISO 9001:2015. Official standards are expected to be released in October this year. At the same time, the international automotive task force (IATF) has released the latest Transition Strategy: ISO/TS file conversion guide 16949 to IATF 16949, for the relevant parties (e.g., certification and / or use the ISO/ TS 16949 organization, certification bodies and auditors) to provide guidance, conversion and replace April 2016 released by the official website of the IATF guidance document. 1. conversion time requirements

Since October 1, 2017, the audit of ISO/TS 16949:2009 (initial audit, supervision audit, re certification audit or transfer audit) will cease.

The existing ISO/TS 16949:2009 certification organization, should determine the current audit cycle audit based on (for example in the current audit or re certification audit), and according to the IATF rules (rule IATF) 5.1.1 time requirements specified IATF 16949:2016 new standard conversion audit.

If the audit is established next year supervision and audit, the audit should meet the relevant provisions in the conversion of 6 months (early / delayed one month), 9 months (two months in advance or delayed a month) or 12 months (three months in advance or delayed a month) of the audit cycle. In the absence of this time node, the certification authority needs to start the withdrawal process in accordance with IATF rule 8.1 E. The relevant field auditor shall reschedule the conversion audits in accordance with rule IATF 8.4.

If the next audit is a re certification audit, the audit period must meet the requirements of the IATF rule 5.1.1 conversion audit time (up to three months in advance, but can not be delayed).

If the conversion audit is not completed within the time specified in the IATF rule (or, in accordance with IATF rule 8.4, the withdrawal process has been started), the organization is required to re start the initial audit based on the following permissible deviations from the following:

The first phase of the audit can be waived as long as the organization's initial audit of IATF 16949 is carried out within 18 months of the last audit of the ISO/TS16949:2009. In this case, the certification authority does not need to apply for exemption from the relevant IATF regulatory authority.

2., two cases can not be directly converted to IATF 16949:2016

Organizations that receive ISO/TS 16949:2009 authentication can not be directly converted to IATF 16949:2016:

1) transfer to IATF, a new accredited certification body for transfer audits

2) special audits or any other audits that do not match the existing ISO/TS 16949:2009 audit cycle nodes

3. conversion audit requirements

The conversion audit shall be completed within the time required by IATF rule 5.2, and shall, at the same time as the re certification audit, be a complete system audit and comply with all the requirements set out in rule IATF 6.8.

The audit plan shall comply with all the requirements set out in rule IATF 5.7 and meet the following specific requirements:

Off-site document review is required prior to conversion audits. Off-site documentation review shall include at least a review of the organization's quality management system documentation (e.g., quality manuals and procedures) and contains relevant evidence to comply with the requirements of IATF 16949.

If the organization does not provide the above required information, the audit plan shall contain at least 0.5 days additional audit time for the auditor to collect and review the missing information prior to the one hour on-site meeting.
